Position Summary Information
SUMTER CO, FLORIDA SEEKS COUNTY PLANNER
The County Planner reports to the Director of Development Services and is responsible for the management and oversight of short and long-term planning for the County, including preparation of planning studies and reports, and preparation and implementation of growth management policies and processes. The County is seeking candidates that have planning skills and technical expertise that is multi-faceted, including but not limited to current and long-range land use planning, zoning, flood plain management, and design standards, etc. The position also supports the County’s municipalities in all aspects of planning, and coordinates with a multitude of regulatory agencies. Candidates must have the ability to review site plans for compliance with zoning standards, present data concisely, create maps, and prepare written staff reports. The ideal candidate must also be able to confidently make verbal presentations to senior management, boards and commissions, elected officials, economic development agencies, business and civic leaders, citizens and others as needed. This position will be extremely important in helping to preserve and maintain Sumter County’s outstanding quality of life, while being tasked with interpreting and assessing development and redevelopment proposals as they relate to the County’s Comprehensive Plan. Development Services operates with a $3 million annual budget divided into three divisions: Building Services (Inspections), Planning Services, and GIS.
Priorities for the position are: Updating the Comprehensive Plan (last updated in 2012); Assisting with a planned upgrade of the GIS mapping system; Helping to improve the quality of planning and zoning functions being conducted by the County’s municipalities; and, improve the quality of staff reports from both a technical and analytical perspective.
Knowledge and experience with Florida planning and development laws is desired, but is not required. The ideal candidate will possess the following: Strong written and verbal communication skills; Excellent quantitative and analytical skills; Ability to collaborate with others and be team oriented; and, the ability to operate independently with limited administrative support – with confidence. Educational requirements include a Bachelor’s degree in planning or related area, and a Master’s degree in planning is preferred. A minimum of 4 years (only 2 years required with a Master’s in Planning) of local government or private sector land use/urban planning experience, including GIS is required.
Candidates must be able to obtain a Certified Floodplain Manager certification in Florida within one year of employment and acquire a valid Florida Driver’s License. AICP certification is preferred.
